The Evidence Behind the Diagnostic

This isn't a generic checklist. Every question is grounded in the Beyond Compliance Trans Equity Survey — original research across 136 UK organisations that revealed significant gaps between what organisations say about trans inclusion and what they actually do. 

The research identified three governance patterns hiding in plain sight:

The Paper Shield:

Policy without infrastructure. 50.7% of UK organisations have no formal trans inclusion policy at all. Among those that do, 36.4% give their managers no guidance on how to apply it.

A policy that no manager has been trained to use is not a policy — it's a liability.

The Frozen Middle:

Managers without tools. Only 13.2% of managers feel well-equipped and confident to handle trans inclusion situations.

A further 33.1% of organisations can't even assess their managers' capability —which is itself a governance finding.

The Neutrality Paradox:

Silence defaults to exclusion. 26.1% don't know whether trans staff feel safe enough to disclose their identity. 30.1% don't know whether their systems can even record pronouns.
